The Delhi Electricity Regulatory Commission (DERC) on July 16, 2026, notified the Delhi Electricity Regulatory Commission (Net Metering for Renewable Energy) (Second Amendment) Guidelines, 2026, to amend the following Guidelines under the DERC (Net Metering for Renewable Energy) Regulations, 2014.
The following has been stated: -
•The Guidelines replace the existing three-tier net-metering process with a two-stage online process covering technical feasibility and integrated document verification, inspection, testing, net-meter installation and connectivity.
•Applications will be processed through the PM Surya Ghar National Portal for eligible domestic consumers and the designated portals for other consumers.
•Technical feasibility must be completed within 15 days, while Stage II must be completed within 10 days, with deemed feasibility where the DISCOM fails to respond within the prescribed period.
•Domestic consumers with rooftop solar systems up to 10 kW will be exempt from application and registration charges, irrespective of participation in PM Surya Ghar.
•Connection Agreements will be executed digitally online, eliminating physical agreements, with minor non-safety-related deviations not being grounds for delaying connectivity.
These guidelines shall come into effect from July 16, 2026.
